Building a better neighbourhood with an inclusive 5-year masterplan

An inviting environment with universal facilities can connect and facilitate interaction among people, bringing diversity and vibrancy to our living and community spaces. Over the past five years from FY2015 to FY2019, the Jurong-Clementi Town Council has embarked on a series of upgrading and refurbishment projects to provide residents with greater comfort and convenience, while promoting social goodwill and bonding through the enhanced multi-generation facilities that are also inclusive.

To shelter residents from the sun and rain, 87 covered linkway projects have been completed in Bukit Batok, Bukit Batok East, Clementi, Jurong Central, Jurong Spring, Taman Jurong and Yuhua. To encourage residents to adopt a healthy and active lifestyle on their doorstep, the Town Council has also built and upgraded fitness corners for adults and senior citizens, children’s playgrounds, as well as jogging and cycling tracks. One such facility is the multi-generation fitness corner between Block 620 and Block 621 Bukit Batok Central.

In older neighbourhoods such as Jurong Spring, the residents’ corner was upgraded and a new community garden was built to foster greater community participation and interaction through social activities. To deter crime and provide greater surveillance in public spaces, 26 CCTV lift projects have also been completed in the seven divisions.

Since 2015, six precincts have completed the Neighbourhood Renewal Programme (NRP), with works underway for four more, which include Blocks 246 to 256 Jurong East Street 24. Under the “Revitalisation of Shops” (RoS) scheme, 446 projects have been completed, including at Blocks 501 to 504 and Blocks 506 to 508 Jurong West Street 51/52 and Avenue 1.

Six projects under “Remaking Our Heartland”, including Jurong Gateway (now known as J Connect) and Blocks 130 to 135 Jurong Gateway Road, have also been completed. Five sites have also been selected for the Large-Scale Town-Wide (LSTW) and Sport-In-Precinct (SIP) projects, with work in progress for the Bukit Batok Neighbourhood Park and the BB park next to Block 140 Bukit Batok West Avenue 6.

Better connectivity and social bonds

Meanwhile, 19 precincts have completed the Home Improvement Programme (HIP), while an additional 17 are currently undergoing it. To provide direct lift access to every floor, 10 lift upgrading projects have also been completed in the seven divisions since 2015.

In the next five-year masterplan from FY2021 to FY2025, residents can look forward to more facilities and spaces that will allow them to live and thrive. To facilitate wheelchair access, a BFA ramp and upgraded staircase will be constructed at Blocks 411 and 412 Commonwealth Avenue West. Elderly residents can also have an easier time chit-chatting and making new friends when inclusive and interactive places are built at the upgraded senior citizen corner at Block 346 Clementi Avenue 5.

For those who love community gardening, new allotment gardens will be built at Block 105 Jurong East Street 13 and Block 233 Jurong East Street 24. A similar gardening project will also be introduced in front of Block 511 Jurong West Street 52. To improve connectivity, a short covered linkway will also be constructed from Block 316 Jurong East Street 32 to the existing main covered linkway. New fitness facilities, linkway projects and the upgrading of a community plaza with a stage area will also be built in the Taman Jurong division.

The future five-year masterplan for Jurong-Clementi neighbourhood is a reflection of the Town Council’s commitment to creating a better living environment for everyone who resides here. With the continuous rejuvenation of our estates, residents can embrace a better future that promotes connected living and a closer bond – one heartland at a time.
